In perusing the first chapter of Mr. Wensley's book.... we see that the Coles murder is discussed along with Mr.Wensley's ( 66 years old at the time ) opinion on the murder skein being unsolved. There is no mention, and this book came out 21 years after Sir Robert Anderson's opinions were published, of any identification.
Looking at the recollection of the Coles murder...a somewhat different scenario and sequence of events is provided to the reader.
For one thing, we have been under the impression for all these years ( whether accurately or otherwise and found in the February 13th, 1891 report written by Inspector Thomas Arnold ) that PC 240H Thompson heard footsteps presumably made by a man heading towards Mansell Street, but was not close enough to discern the person.
Now...look at the comments made by Wensley:

In this scenario provided by Wensley....Thompson did see a man and the man was running towards him, did an about face, and vanished into the gaslight night.
