Hi Howard:

The Reverend James Dawson Burns (1828–1909) of Constance Villa, Upper Tooting, S.W., who wrote the letter to the editor that appeared in the Daily News of November 12, 1883 was a significant personality in Victorian society and a leader of the British temperance movement. Therefore, his views on alcoholism and George R. Sims' articles on "Horrible London" are important and worth noting.

Dawson Burns was a Baptist minister and author of The Temperance Dictionary (1861), available on Google Books, not shy of putting his own lengthy biography of himself in that book, and an inveterate writer of articles and letters to the press on sundry subjects. He probably had views on the Whitechapel murders as well although I have not so far seen a letter from him on the topic.

Born in Southwark, London, December 22, 1828, the son of Rev. Jabez Burns, D.D., by his own admission, he signed the temperance pledge to abstain from alcohol "early in 1839" at the age of ten, and gave his first speech at a meeting of the New Youths' Temperance Society in New Church Street Chapel Schools on October 13, 1840. This means that he was active in the British temperance virtually throughout most of the reign of Queen Victoria (1837-1901) and for the majority of the reign of King Edward VII (1901-1910) as well. Quite an individual.

Incidentally, somewhat relevant perhaps to the present U.S. Republican Presidential nomination race in which two Mormon candidates are running, Mitt Romney and Jon Huntsman, one of Rev. Dawson Burns' publications is titled Mormonism Exposed (1853).
