The statement refers to the policy of offering a reward at the time of the crimes and not to whether or not the perpetrator was later caught.
It's not my interpretation, it's what the report discusses: the offer/non-offer of rewards at the time the crimes were committed for the apprehension of a criminal whose identity was not known.
