    I did not know the City Police put that many of their personnel in plain clothes.

    You must remember that the City CID was part of that number How, and the Met did likewise.

    There's a police order (its late here and I'm too tired to trawl through my rcords) where they turned 20 PCs to Plain clothes duty after the Chapman murder.

      What is interesting to me, if I recall correctly, is that City Police were going to the plain clothes before the Eddowes murder.
      That is true, is it not, Neil ?

              Honestly cannot recall How,

              They (City) did beef up activity at its 'border' with H Division, where Smith enforced that couples should be watched. It seems they were watching events in Whitechapel closely and were deternmined to be prepped.

              Sometimes, with Smith, Im not so sure.
