In the early part of the 20th century ( look for those two threads in the Newspaper section, when possible), Sims mentions the drowned doctor theory on a few occasions....link to follow.
George Sims was a Druitt man. Since that's the case, this line referring to Jack The Ripper being released from an asylum would be about Druitt.

There are a couple of other interesting remarks made by Sims in the 'Mustard & Cress' columns....let me see if I can dig them up. They're on the boards.
Interesting stuff! Looks like it could have been G.R. Sims who supplied the details related to the Macnaghten Memorandum, as he wrote for The Referee at some point.
